Reserved slots bugged?

i noticed an bug in reserved slots.
my ulx  config:
ulx rslotsMode 3
ulx rslots 3
ulx rslotsVisible 1

i am using SVN version of ULib and ULX
When i join the server when it's full by the connect <ip> (to console) command the server writes:
The server is full

Is this my fault or it would be fixed?

Was the server full at maxplayers?
Your settings seem to indicate your server would advertise 7 slots if actually full (your ad in our "community server" area says 10 slots - 7 + 3 reserved)
If your server had 7 non-admins and 3 admins, it was full.
