ulx not working

i have my own sandbox server and i have svn ulx on it when trying to do !menu it says but i can do other things like !slap [name]
[lua\includes\modules\datastream.lua:470] attempt to index upvalue 'glon' (a nil value) <---- WHAT DOES THIS MEAN!!!!

(btw i have windows)

Do you have svn of ULib as well?

Do you get any other errors on startup and during play, or is that the only one?

there nothing else in the garrysmod window but in the dedicated server console....

(now i tryed downloading the install off the website even worse i can't do any commands)

Could you start your server, join it, then run the command "condump" in the server console and attach the resulting file here?

ok i tryed typing in condump and it said:
Unknown command "condump" BUT i tryed ulx agian and it worked (the svn one not the download and install one that still doesn't work)
