Hello,
You should take a look at the existing votekick/ban function and replace it with the slay command. Then you can add the command permissions to you donator group.

Since I have nothing better to do today, I'll have a quick look.

EDIT:
Done. To set up, add to your server like a normal add-on, set up perms etc.
It comes under the voting tab so; hope you find use for it.
