Cannot set players to 'user' group

Whenever i try to set someone to the user group 'user' nothing happens. I can't set through the User Management tab, because 'user' never shows up in the dropdown menu, and the button to add people is grayed out in the 'Groups' tab

My ULib/ULX versions:
ULib v2.61
ULX v3.71

Game mode I am having this problem on:
DarkRP

[iViscosity]

You can't set them to the 'user' usergroup, you can only remove them from whatever group they're in (ulx removeuser) which will add them to user.
