ULX Admin Mode

It's very possible. You would start by making a ULX command that admins had access to which would toggle a flag on their entity for if they were in admin mode or not.

Next you would use the gamemode hooks for physgun pickup and for the uLX command for noclip to determine of the player can do those actions based on the state of the toggle flag.

That's how you would do it.

With a bit of altering you could probably toggle a pickup option as well.
