Issues with admin chat appearing in local chat.

Ok, so my main issue right now is that when players type in admin chat, it appears twice in chat. It will appear in local chat (only nearby players can see it) and admin chat at the same time. I feel like one of the permissions is messed up for users, but I don't which one. Or I could be completely wrong.

For example:
Morgan:@ Test
Morgan: Test

My ULib/ULX versions are:
ULib v2.63d
ULX v3.73d


Game mode(s) I am having this problem on: The base is darkrp.

Lua errors shown in console, if any:

ULX has no 'nearby' chat functionality.
You likely have an addon or gamemode that is conflicting
