WHAT DO I TYPE IN RCON TO GIVE MY owner GROUP ulx groupallow

Pretty much the exact same question, and is the answer you need.
Don't add it manually to owner. Add it to superadmin.
Superadmin is the highest group in Gmod default script access, no matter what other people try to tell you.
