My ulx ranks "Can Target" Wont Work

Ok my problem is i tried literally everything. For trial mod i did !%user %!user %user. None of those would work. I turned off FAdmin and it still didnt work. I dont know what is happening. Please help

Well by what you have put it means

Trial Mod Cannot target users but it can target ranks below user you want it to be
!%(trial mod)
And with this, it will not let them target trial mod only the ranks below it
so ty putting this in and trying it
