Donator rank inheritance issue

All I'm wanting to do is make it so the donator rank is one above user so I can give them entities but without giving permissions but it wont let me  ???

I mean superadmin is higher than admin yet still inherit from it. I don't really see the issue here. How would you be giving them entities?
