ULX and ULib attempting to load the default settings for some reason.

Hey, I've been having this issue trying to run ULX and ULib on a homemade server. For some reason ULX and ULib have been trying to run
the default settings for some reason.

My ULib/ULX versions:
ULib v2.63w
ULX v3.73w

Game mode(s) I am having this problem on:
Sandbox

Lua errors shown in console, if any:

Try resetting your ULX to factory settings.

Still doesn't work. Can't even add myself to any of the factory groups.

What other addons are you running? You might have a conflict.
