need help re arranging user groups

Undercover Orange:
i added a few user groups like owner and co owner etc. (i know you dont need stuff above superadmin but i want it)
and then i installed ulx custom commands, restarted my server and the user groups got all mixed up. i dont understand how but its kind of annoying and broken. i uninstalled ulx, ulib and deleted any files associated to it manually and it came back after a server restart and a map change.

also how do i make it so people cant target the role above them?

that didnt really help
now i think superadmin is gone .i broke ulx lmao
