right i have tried every thing followed the site and readme.txt this is what i put in the user.txt file in garrysmod/settings

   "superadmin"
   {

   }
}



i belive that is right but im not sure

Looks right. Not sure it should have blank lines. "" stuff.
Remove those, restart server, join it. You should have admin access. If not, follow the directions Megiddo pointed you too.
