adding users to adminlist

Hi everyone

I'm running a dedicated gmod server with ulx v1.11,

And I want everyone who joines my server be able to start a vote, how can  make this posible?
by adding STEAM_0:1:0000000 or something to the users.ini file?

Change the access to allow everyone. It's been discussed multiple times elsewhere in the forums.

you may call me stupid but I still don't get it.

could you explain in detail how I can make it posible for everyone who joins my server to use serveral functions of ULX like voting or slapping players.

Change the access of the commands to ACCESS_ALL
