HELP with sounds

hottwire:
hi i have a ulx gmod server and i have put the sounds in a new folder under
C:\Program Files\Steam\Steamapps\Sourcemods\gmod9\sounds\Admin
and i have configured the config file to make people download the songs and sound files and i have asked people if they have been downloading which they have, but whenever i type in  the  command to play a sound it doesnt work
1 file:
C:\Program Files\Steam\Steamapps\Sourcemods\gmod9\sounds\Admin\prodigy-firestarter.mp3

when im in the game i type in:
ulx_playsound prodigy-firestarter
or
ulx_playsound prodigy-firestarter.mp3
but none work please please help me as i have done most of the work but i want my sounds !!
