Does ULX 2 Have Spam Protection?

Let me start off by saying that I have never got ULX spam protection to work on my dedicated server.

My question is:

I just successfully loaded ULX 2 and ULib on to my dedicated server (and everything works fine). However, I can't seem to find where or how to enable spamprotection (that's included with ULX 2 right?)

Can someone please inform me:

1. Where do I turn-on/toggle spamprotection?

2. If and when I do find it, what's the best way to configure it?

ULX v2 doesn't include spam protection.
Try looking in releases on the facepunchstudios.com GMod Lua forums for others, or, perhaps someone will be gracious and knowledgable enough to write a Ulib plugin.
