Noob Needs Help with severs please help!

 ???Could Someone please help me start a sever that continuosly runs? i kept asking people on the severs but they iqnored me. i wanted to started a sever of my own so i could be admin and it could be a meeting place for my friends, not to mention there are alot of addons i have that veryone else doesn't. How do you do it? Thanks in advance

Ps. do i need to pay for something to keep it on?

The choice is yours depending on how good your upload speed is on whether or not to purchase/rent a server.
The better 24/7 servers are hosted at companies that you pay to keep them running.
