superadmin cannot make people admin?

i am superadmin on my dedicated server and in my gmod server i could type "ulx adduser Blah admin"
not i cannot only in my server box

what does it say when you try to do this?
If it says soemthing along the lines of "These commands are complicated, you need to type ulx usermanagementhelp before using them" that is the solution, otherwise it may be an installation/user error.
