Volume for who? The players who get the sound? No.
cexec might be able to adjust volume for players individually, but, as an end user, I don't like servers touching my settings.
If you have an annoying sound, well, as an end user, I really don't like tons of sounds when I join a server either. I have my filter set to ignore them.
I usually listen to my own music when playing Gmod.
