Nook:
Is it possible to have a group allowed to spawn sents or sweps?

what i mean there is:
ENT.Spawnable         = false
ENT.AdminSpawnable      = true

is there a way to do like
ENT.Memberspawnable    ???

I looked through the gmod wiki and didn't find anything related to what you requested, even though the wiki is not always up to date.

You could either code a check into the sent's spawn directly or check for this particular sent within the sent spawn callback.
