A bit more specific would be helpful to us.
You were in game, from which console did you type "ulx addgroup moderator", server or game?
Did you get any errors in console besides "you don't have access"
Did they?
Was it a listen server or dedicated?
What version of ULX? Release (3.30) or SVN (what revision of svn if so)?
What commands did you attempt to allow the group "moderator".
Exactly what did you type?
Had the map been restarted?
Had the person rejoined?
Basically, what troubleshooting did you try before asking us?

Alex, don't know if the bug I found is affecting you or not.
See our bug tracker at http://ulyssesmod.net/bugs/view.php?id=184

I found that adding someone to a group using non-lowercase, creates a secondary group. Lua is case senstive.
So, if you ulx addgroup moderator, then ulx adduser Moderator... they won't match access checks.

As for any other reason its not working for you, please see my previous questions.
Also make sure the player has rejoined the server.
