No access to menus?

I deleted my other posts because they were unnecessary and I swear I'm OCD.

I got most things to work, and now only adminmenu doesn't work. However, I am beating my head against the wall trying to get it to work. Help is much appreciated! Here is my debuginfo:

Please make sure people are connected to your server before running debug.
The more varied the list of groups connected, the better, but even if only you, is still more helpful than none.

Probably not the source of the problem, but it's usually a good idea to have admin inheriting from something (ie. the rank right below it)

I feel stupid for not catching that. 

Any ideas on why everything but admin menu works? I need a way to set limits.

Does it show up and just not do anything, or not show up at all?

If it's showing up, but you can't change values, make sure somewhere in the groups hierarchy you have granted access to "ulx cvar".

I didn't make the groups file, because I was too lazy. This is a slightly modified version of my friend BMCha's groups.txt.
