1) Majority of the questions you ask have nothing to do with ULX or ULib.
You need to find your own tutorial, in your own language, for how to run a server before ever attempting to use ULX.

2) What Megiddo said. We will not support downloaded Gmod.
If you want to run a server and play on it too, buy the game.

i haved buy the game .. but i downloaded server propgram ?

Never download server programs, especially from a pirating site. This only lowers performance and doesn't guaranty quality
Follow the instructions here for installing a proper server. http://srcds.com
Once completed I would be more then willing to help.
