What part of votemap do I change to allow access to everyone?

ok let me in troduce myself.. i am a noob but i can script lua well..
i started garry's mod 2 month's ago the source engine just rox. :P
so i thought to make a server and i needed a admin mod and i used yours its gr8 but something is missing !

Ya i'd like to know that too  ;D I found it in ulx_utill +ulx_defines but... lost.
