Need Help

Okay so I want to have it so members are promoted to a different group after X hours in my server. This group will have less restrictions are they are trusted.. My only problems is I don't know what I do and don't need. There are so many addons that all begin with "U" that people say I need, but then people also tell me this can be done with just the ULX Admin mod itself, nothing else.

Can someone please clear up my confusion and tell me how I can do the following...

1: Promote users to a new group after X hours
2: Can you tell me what exactly I can give this group that is different from the others, can I give them more vehicles, props etc?
