I believe at this time there won't be.
There have been others that suggested this. Supporting this as an addon could become a nightmare, whether it be Team Ulysses or one of our members.
It seems that majority of admins have trouble knowing how to add themselves as an admin using default Gmod text files.
Could you imagine the questions if someone thought all they had to do to share among more than one server was download another addon?
On Ulysses HQ, our Gmod server, we run SQL queries that pulls users and groups we've designated from this SMF forum database.
