Your doing some thing very wrong then. Mine works (31) with latest ULX and ULIB.

I use the latest ulx and ulib this admin mod is 99% okay , only my motd is disabel. I use only ULX not Assmod or anything.

To enable motd goto garrysmod/addons/ulx/cfg/server.ini and edit the first bit of code

Do a restart and it should appear.

NOTE: 0 = Disabled and 1 = Enabled.

1. I have load the Latest Version and i cant Open the Menu.
2. I Update the Version and i type URestrict in to my console: You have not acess to this Command JackBauer
3. I load version 31 and set acess and test it.
4. I can spawn all.
4. I have downgrade to 30 and Test it.
5. I can spawn all.

In your data folder (garrysmod/data) do you have a URestrict folder in there? It should look like (garrysmod/data/URestrict/Loadouts and garrysmod/data/URestrict/Tools)

Thats a good thing? You have taken away the rights from the group "user" so they can't use the tool... "You have hit the dynamite limit!" Means its working... Don't see what the problem is..

I can use this tool but i  set it to not allowed...

Try to remove URestrict from addons, and the data folder. Restart your server then re add the addon, then do another restart. Not sure why its not workin.
