Garry's code relies on the "Out"{} wrapper, not ours. We're reading the table with his function.
Either it doesn't anymore, or Garry's messed up his own code files (either is as much possible as the other)
I just checked the gmod gcf file to make sure I hadn't made an editing error then replicated to my dev folders.
The Users.txt file in /settings/ doesn't have the wrapper.

Heh, or we could just wait until Gary changes it again.
No, wait, then it would never get fixed.
We'll have to fix ours so he'll update his again and break it. :P

Stealth, the edit we had you do _may_ break you using other admin tools, including the stools menu.
Here's what I recommend;
Use ULX's adduser command from server console to add yourself to superadmin group. (See the FAQ)
Once that's done, edit your settings/users.txt file back to include no OUT { <Users superadmin you blah> }
Restart from there.
If everything seems to be working for you as is, don't worry about it then.
