From "User management" category of "ulx help" from server console.
Quote from: ulx help
Category: User Management
   o addgroup <group> [<inherit>] - Create a new group with optional inheritance.

So, from server console or as a superadmin, you'd type "ulx addgroup owner superadmin"
That would create a new group called owner that inherits all the superadmin rights.

Create the group, give them the permissions using `ulx groupallow temp "ulx freeze"`, etc. No way to give temporary group admittance.
