Can someone make a ulx plugin where if that player said a warn word it will give a warning and 3 warns they get kick after they get kicked wrans start over when they come back? I seen it in a admin mod.

Yes. Constantly.
The "i said something bad because it's a habit or I think it will make me cool" crowd will usually be ok and will try to stop.
But, the ones who swear and like to will get upset, figure out ways around it, have friends who are as much trouble makers find ways around it.
