What happens to admin functions if I turn the rcon off?

Helllo,

A bastard is crashing my server using the rcon, I can see "rconbadpassword" five times before the crash, so I'll turn the rcon off ( He's not on the server, he's probably using HLSW. ), but what happens to admin functions if the rcon is turned off, can I still kick/ban, everything else?

I don't see how this is causing your server to crash though, wouldn't getting the rcon password wrong just IP ban you after a number of attempts?

I don't know how he does that, but he exploits any things he can find, I'm sure it's possible to crash the server that way.
