Couple of Questions

Ok how can I make it so that I only have prop protection and no one else? And how can I make it so only I can spawn sweps and no one can spawn any guns?

Look into Avon's PropProtect at Facepunch, and eSwep at same. I think latest versions of both will work with ULX 2.
ULX 2 doesn't have any prop protect or swep menu (think there are some swep todo's for future version though)
