Take a copy of gmod/addons/ulx/cfg/server.ini , place it in your gmod/cfg, then edit the new copy you just made, specifically "ulx logFile"
Lots of other settings there too.
Don't confuse ULX's server.ini with Source's server.cfg ... they're different.
