Hi i was just wondering how do i make it so that the usergroup operator is allowed EVERYTHING

Make it inherit from superadmin and make admin inherit from user? Just make sure you stick the ulx seeasay I think it is inside the allows for admin. I'd highly recommend just making a new group that inherits from superadmin though.

Why create a separate group from superadmin?
Superadmin = all access/root user/gmod access to everything.
Sure, it can be done, but, why?
