The ULX MOTD comes up each time I enter my mates server & freezes completely yet I am able to move on other servers? Any help with removing this problem?

Does it freeze on other players?
If not, Source relies on local copy of Internet Explorer DLLs. It may be that somehow your Internet Explorer can't view the page. Though not a solid test, have him send you his motd file, rename it to .htm and open it in Internet Explorer.
If it crashes there, it definitely won't open in Source html viewer.
(Then again if it does, that doesn't mean Source will like it)

Ahh it does work..
Although it stopped letting me in a couple of days ago.. It usedto be a rejoin twice to get in thing.. Now its a freeze im not letting you in thing.. Do you think it'd help if I perhaps reinstalled ULX? or a earlier version that would perchance remove this problem? Any help is greatly appreciated!

The motd is sent by code on the server.
You download to your cache folder the client side files.
You could try deleting your local gmod/cache folder, but, just remember, all the servers you join will require you to download all the lua files again (most other files (wav, materials, models, etc) won't have to be re-downloaded)
If you have a local copy of ULX on your machine, it _shouldn't_ make a difference.
(But, I guess it could)

Edit - Try deleting your local gmod/data/ulx folder too.. perhaps the motd file ULX writes there got locked/read-only/corrupt?
