Force Motd

I searched the fourms and didn't see this.

Ok, what I would really like is a way to force the motd onto clients.
Whereas, someone is disobeying the rules I can put force the motd
on them instead of yelling at them saying "READ THE MOTD!!!"

I havn't seen anything that does this with gmod, but I've seen it
 with other games. Which makes me sad because I don't play those games =-|
