i tried it 4 times and they still have uber admin powers
i defaulted everything back to a basic install of gmod, ulx and ulib and its still doing this
i cleared the server cache and client side cache

First easy test... load sandbox gamemode...if you can't physgun anymore, it's the gamemode. We can't fix it.
Did you reup your fastdl cache after the base install test?
Restart server. Reupload cache to your fastdl server (Remember, every addon change requires a server restart and a fastdl cache update.)

According to your active addon list, ULX shouldn't even be running
You didn't try to extract ULX/ULib to your root gmod folder did you?

WAIT... you're not shutting down the server... are you? You HAVE to do that. A map change WILL NOT do it.
I've said this at least once already, perhaps twice. Any addon change you make to a dedicated server requires a total server shutdown and restart, once restarted, the cache needs to be uploaded to your fast dl.

im a just take it out completely and admin it from rcon, i don't know whats wrong with it. it didn't start this until the last steam update

Ok.
Still, something on your server is still allowing ulx to run. The debuginfo you posted last shouldn't have worked...active addons don't show ULib or ULX.
Either your server has ulx and ulib running from it root\lua folder, or the server wasn't shutdown/cache updated on fast dl after the last removal of ulx.
Debuginfo shouldn't have been possible according to what you showed.

im not running a fastdl server right now

just did a clean install of the gmod server

did a clean install of the ulx and ulib

so thats all thats on there

The clean install of ulx/ulib, where from, our svn repository of ulyssesmod.net?
With no other mods other than what gmod installed (portal, xeno, tf2, hl2), with you as superadmin, can someone else pick you up and they aren't admin?

Also, when you say clean install, you did a delete of your garrysmod directory, then installed using hlds?

i got it originally from the svn but i also have the release too

would the "sv_allowupload" and "sv_allowdownload" in server.ini cause this?
I slept on it and have a thought that the users cache from back when is uploading to the server thus telling ulib they are an admin still.
I have turned the sv_upload to "0" and i will see if this solves it.

That wouldn't cause the problems you're having. You need sv_allowdownload enabled if you don't have downloadurl though.
