groups.txt reseting?

The groups.txt in my garrysmod/data/Ulib seems to keep changing into groups_backup and replacing it with a fresh groups.txt with the default settings! my server runs by groups.txt and not the back up. Anyone know why its doing this? the groups.txt just keeps resetting and backing up evertime my server restarts, and it needs to restart in order to receive the changes.

Any errors/notifications in server console during startup of ULib?

Did you ever try editing groups.txt manually? If it's wrong, ULib will often try to 'fix' it.
 Or, try to overwrite an SVN copy with a groups.txt from a non-SVN copy?
Or, ever try copying/editing manually your addons/ULib/data/ULib/groups.txt?
