Maps are not downloading

I tried to ask this on facepunch, but people couldn't help me.
So here is my problem:
When people join to my server they couldn't downlaod the map because it's not downloading even i have FastDL.
I downloaded the map by browser so FastDL is not broken.
Is there any way how can i force to download the map by ULX BUT ONLY THE MAP they are on? (like they won't download mobenix if they are on gm_flatgrass)
I know it's possible to force downlaod all maps, but i mean only it will download every time the correct map. Like per map setting
is this possible?

What value are you using for sv_downloadurl?

Well i fixed this it wasn' by sv_download url.
It was because i placed the maps in addons folder.
