Unknown Command ULX?

Well i put the ULX in the addons, then I downloaded Ulib and put that in addons as well, I didnt put it in the ulx file though

Did you use the zip files then? You should have a file named "info.txt" under the addons/ulx and addons/ulib folders.

I used the installer, they both have info txt in the folders

Do you use more than one steam account on your computer? Perhaps the installer put it under the wrong account.

No it was installed in my account

If you have the info.txt files in the addons/ulx and addons/ulib folders, then this is a bug in garrysmod. I've never seen the mounting system fail before though. I'd suggest reinstalling garrysmod again and ensuring that you restart garrysmod completely between addon installs.
