Ulx Admin problems and Remote server

Hello ive been having problems with ulx as im still learning most of this stuff and recently got my server up. But the problems are is that every time i enter the rcon commands it says unable to connect to remote server then my ip for the server and i also looked at the troubleshooting section tried everything but still nothing please help me   :'(

Though you can add yourself to ULX using rcon, rcon itself isn't a ULX feature.
Please see the "RCON" section of the Gmod wiki regarding administrating a server.
