We had incidents of some users causing trouble, then going back and deleting the evidence before a moderator could come and see why they were being reported.
Though it wasn't often, Megiddo removed deletion access.
Though users can still 'modify', I think the database record of the orignal post still gets indicated in our logs.

JamminR's right, it's mainly for moderation purposes.
