Save it to anywhere on your disk drive other than your Gmod folders.

Save it to same place on your disk drive that you saved ULib to.
Using Windows file explorer, go to where you saved your files to, open the zip file of ULib, copy and paste all files within it to your <gmod_server_path>\addons folder

Those files contain much of the answers to your questions.

Always look for similar readme files in any releases \addons\<release> folder...most authors, Ulysses or not, give information there.
