How to Insall if using the SDK base fix

OK so I started playing Gmod and I wanted to get some admin commands and I found this one on the Garrys mod forums. So I downloaded it and extracted it to where it told me to in the read-me then followed the directions on the front page of your website but where it says
"IMPORTANT:
If you are using the fix for the earlier VALVe update (found here), then you must copy and paste the addons folder to the
(Your Steam Account Name)/source sdk base/hl2/ directory as well."
but i dont have a source sdk base folder nor does it work the way i have it installed now. Could anyone guide me through the installation of this?
This also applies to ULX i just figured double posting in both sections would be useless

You can't play it with the fix without the source sdk directory...

Well i have the source SDK base installed its in my steam tools but i dont have the directory. is there a reason why? can i make it?

Make sure you're looking in the <your steam account> directory and not the SourceMods directory
