Changing ulx default settings

Alright I've searched and searched to no success. I'm currently creating a server and I notice every time I have to reset the server the changes I made, such as the all talk and gravity settings go back to default. If I wanted to change and enable all_talk or the gravity so I don't have to do it every time, how would I do this?

gmod/cfg/server.cfg
I THINK (and it's been a LONG time) if you use "writecfg" in console after changes, the server will keep them next start.
It's not a ULX file.

If you want to tweak ULX settings, see gmod/data/ulx/config.txt.
If one isn't there, copy the default one from gmod/addons/ulx/data/ulx/ to there, then edit.
