How do I uninstall ULX/ULib?

Remove the appropriate folders from addons, then remove the ulx/ulib folders from garrysmod/data.

ULib (if none of your other addons use it)
<gmod>/addons/ULib
<gmod>/data/Ulib

ULX
<gmod>/addons/ulx
<gmod>/data/ulx
