Reserved slots not working

My servers reserved slots are not working correctly, the way i have it set up is that admins kick newest player and that they are not visible. My admins have always just typed connect [ip] in console and connected but that isnt working for them anymore. They are getting server full. Is anyone else having this issue?

Made community pool and community bowling and for the life of me couldn't tell you why they are popular.
Also made the ttt ulx commands.

Are the hidden slots filling up, or is it not letting the admins connect to the hidden slots anymore?

as far as i can tell admins just simply are not able to fill them, i have 25 slots i have it set to admins kick newest player and it is set to hide the slot so it apears as 24 in browser but admins cant fill the slot when it says 24/24  when the try it says server full.
