Notepad++ good free one.
Inlcudes Lua, and, though I've not researched it in years, a 'gmod' lua syntax highlighter was made at one time too.

I guess it just personal preference but i much prefer sublime, i can work faster in it, multiple cursors and other things just make it my choice. Sublime also has a gmod syntax pack available on facepunch. https://www.youtube.com/watch?v=TZ-bgcJ6fQo This video is really good for setting everything up although a bit lengthy. The package manager is second to none, you can literally download a syntax pack in under 5 seconds without even having to leave sublime.
