amburgers,
My dedicated server garrysmod\settings\users.txt looks like the following. It must have all, not just your small portion.

Code: [Select]
"Users"
{
//
// This is your users file
//
// You can use this file to add people as admins on your server
// Add them to the relevant section
//
// If you're a Lua coder you can add your own sections and use them
// in your script by doing pl:IsUserGroup( "admin" ) etc
//

"superadmin"
{
"JamminR"                       "STEAM_0:1:6016299"
"Snoop-Stabby-Stab"             "STEAM_0:0:3555994"
"Kronic"                        "STEAM_0:0:5076701"
}

"admin"
{
"Ascendant"                     "STEAM_0:0:8826150"
}

}

Funny, you know Snoop too eh?

But following the sticky would have provided us more information than what you were providing. Several steps in it have you give us direct information from commands.
