!scare ?

On servers before I have seen a command where when you typed !scare a face popped up on the screen and made a noise does anyone know where I can get this from?

That has to be the worst command I have heard of.

Because, randomly, once in a while, it would/could startle someone
.
I searched Google. didn't find anything with "!scare" in it.
Personally, if one were to make it, I'd use 'startle' as the command.
