Not sure you'd like my solution.
Put at the top of the readme.txt, and the release posts, "Edit your server.ini ... ULX won't run without you doing this"
Set a variable in server.ini called "AllowedToRun" as 0
From there, ULX will load as normal, but, will paste a huge ascii banner in console "YOU DIDN'T EDIT \lua\ulx\configs\server.ini. YOU MUST DO SO BEFORE ULX WILL FUNCTION"
Once an admin tries to join his server, listen or otherwise, He will be shown a large in middle of screen text, every 2 or 3 minutes, stating to edit his server.ini before continuing.
Or, it could tell people to read the readme.txt, which it seems many don't read that either, for instructions on how to get rid of the message by editing server.ini

That wouldn't be annoying at all. Would it? xD
If everyone knew Lua it would be helpful, but quite a large population of the people who use ULX & ULib don't actually know how to code in any language, and it may confuse them.

But, server.ini isn't in lua. Its (mostly) in plain English.
Wait. Thats the problem!
Megiddo, your readme.txt and server.ini files aren't read because 95%+ of the Gmod generation, what I call the the 12-20 year olds that use it, can't read plain English.
(Not ALL mind you, and that age range is typical, doesn't include all (, I'm 34 in March))
Perhaps putting your readme.txt and server.ini in forum post/leet speach combination would help
I'll call this dialect GmodGen
For instance, in server.ini, the description for ulx mingebag
Original: "ulx mingekick 1 // If set to 1, players with the name MingeBag will be kicked"
Perhaps it should read more like.
GmodGen: "ulx mingekick 1 // LOLZ! ZOMG! THIS WIL B00T MINGS FRM THE SRVR WHEN THAY J0IN!!! PWND W@TCH ND HAVE FUN!! LOLZ!!!
Of course, the Ulx_readme.txt would have to be retitled to something more attention grabbing, and include the same GmodGen dialect.

Oh! I know! Just add an advert saying "ADMIN: You can change ULX's settings and remove this advert in server.ini".
